Aquaman summons Topo, a sea monster, to help him find Scavenger. But Topo refuses.
At Belle Reve, Orm's lawyer attempts to convince him to plead guilty. Orm points out the hypocrisy of the law being concerned with American deaths, but not the Atlanteans who died in the initial missile attack.
Tula and Murk visit Swatt's home, and Tula learns that Swatt is an air-breather who collects surfacer artifacts. Murk tells Tula that Swatt was breaking King Orm's laws against interaction with the surfacers. Murk wants to recruit Swatt to help free Orm. Tula is called to lead the Drift.
A storm south of the Florida Keys sinks a boat, which pulls Mera and the Dead King down with it into Xebel.
Aquaman and his Atlantean soldiers are led into a trap by the Scavenger. They find two captured Atlantean soldiers by a destroyed sub, one dead and the other cut open and crudely patched up. Aquaman unwisely orders the patched up soldier returned to Atlantis.
Back in her home of Xebel, Mera is greeted by Nereus, who calls her his wife.

Orm's lawyer calls him "Ocean Master" and Orm says that's not his name.
 
Swatt has a Little Mermaid vibe going on. He and Murk don't get along at all, but Murk still wants to take advantage of Swatt's ability to survive on the surface. Swatt also mentions that Murk is keeping his secret in return for Swatt keeping Murk's secret. Wonder what Murk has to hide?

Synopsis

As Aquaman zeroes in on the Scavenger and Tula starts a quest to free her brother, Mera is taken home to Xebel.

Summary
