Amanda Waller, recruiting Black Manta for the Suicide Squad, sums up his history just before the Crime Syndicate attacks Belle Reve and frees all the prisoners.
Manta calmly retrieves his gear, killing a guard along the way and meeting Orm. He then goes to the meeting place with the other villains and learns about the death of the Justice League. He takes Aquaman's trident and returns to the grave of his father to mourn.
Ultraman moves the moon, changing the tides and causing massive damage, including the destruction of Black Manta's father's grave. Manta's anger is redirected at the Crime Syndicate.

This issue has a gimmicky 3-D motion cover, or a standard cover. The special cover cost a dollar more and didn't provide very much of interest.
Manta would not have cared about the Crime Syndicate if Ultraman's action had not desecrated his father's grave. As it is, he joins with several other villains in Forever Evil to fight back.
