In 1820 a ship on the Atlantic, the U.S.S. Essex, attacks an Atlantean. The Captain of the ship states that he killed a "sea hag" and that the Atlantean, who looks a lot like Aquaman, then took the Captain's eye in revenge. The ship is surrounded by Atlanteans just as the Captain prepares to kill his captive.
Aquaman requests an audience with his brother Orm, the king of Atlantis.
At Belle Reve, Black Manta turns down the opportunity to join the Suicide Squad.
Meeting in secret at the wreck of the U.S.S. Essex, Aquaman confronts his brother over the Scepter of the Dead King. Orm claims to know nothing about it. Orm talks about the wreck of the Essex and what the Atlanteans did to the crew. He notes that Atlanteans could sink every surfacer ship they wanted to, then he leaves.
In Norway, Vulko is alerted to a dead Atlantean on the beach, and dives into the water.
Somewhere in the mid-Atlantic, someone uses the Scepter of the Dead King to free the Trench.

Summary

In 1820 a ship on the Atlantic, the U.S.S. Essex, attacks an Atlantean.
