Synopsis
Escaping prison, "Shark" Norton pledges to avoid the sea and Aquaman while "The Wizard" Kates pledges to avoid the land and Green Arrow.

Comments
This is the first part of a two part story that is continued in the Green Arrow tale. Topo plays a starring role in both parts, and Aquaman cameos in the Green Arrow story.
